This course presents the principles of Project Design, Monitoring and Evaluation (DM&E) cycle. DM&E is a critical element of development projects as it provides the information needed to make decisions for project management, improve the efficiency and effectiveness of the interventions and satisfy accountability requirements.

This course will enable you to understand and put into practice the principles of sound results-based monitoring and evaluation methodology in your project; you will build an understanding of the most common processes, tools, techniques, and theories that are necessary to monitor and evaluate a project. This course examines the defining characteristics of monitoring and evaluation techniques and introduces the student to a variety of project management techniques that can be applied in a development project context. Through case study exercises and group discussions, participants will learn the links between design, monitoring and project evaluation. This course will stimulate ideas on how to design and implement monitoring and evaluation processes that strengthen accountability and learning and contribute to project effectiveness.

The course is based on an interactive case-study approach, with hands-on exercises, homework reading materials, participant presentations, and online discussions. It focuses on peer learning and exchanging information on practical experiences in monitoring and evaluation. The online course has a duration of three weeks. Each week, the instructor will provide instructions to help students complete the required assignments. Students will participate in discussions and receive feedback from the course instructor, and have access to videos, lectures, tests, and assignments that can be accessed at any time. Students will apply their understanding in case study exercises that will be reinforced with feedback from the instructor.

International migration and mobility are growing global phenomena, increasingly involving mixed migration flows and triggering new challenges in the areas of security and human rights. Analysing migration as a crosscutting topic and considering the perspectives of both migrants and States, along with other fundamental actors in the global governance system, are crucial steps in developing and implementing national migration and asylum policies that comply with international human rights, humanitarian standards, and labour protection policies. Human rights are at the core of all UNICRI’s activities as indispensable to preventing crime and promoting justice, peace, security, and the rule of law. They are also fully embedded in John Cabot University’s mission as an American liberal arts’ institution of higher education that promotes an international educational experience based on ‘intellectual tolerance, freedom and integrity’.

According to the United Nations (UN) there are about 281 million international migrants in the world, constituting 3.6 of the global population, with the International Labour Organisation (ILO) estimating that 169 million are migrant workers. Forced migration is unfortunately on the rise: as reported by the United Nations High Commissioner for Refugees (UNHCR), as of mid-2024, an estimated 122.6 million people worldwide were forcibly displaced due to persecution, conflict, violence, human rights violations, and events seriously disturbing the public order. This means one in every 67 people, remained forcibly displaced - nearly double the 1 in 114 people in this situation a decade ago. With 43.4 million refugees currently protected in Member States across the world, today’s global displacement situation is testament to the enduring relevance of the 1951 Refugee Convention and its 1967 Protocol and of regional refugee law systems.

Finally, the United Nations Office on Drugs and Crime (UNODC) confirms that smuggling routes affect every region of the world and that, after a sharp decrease during the Covid-19 pandemic, the number of trafficking victims detected worldwide is on the rise, and that they are trafficked through an increasing number of international traveling routes.

The 2030 Agenda for Sustainable Development includes, in Sustainable Development Goal (SDG) 10, Target 7, a pledge by United Nations’ Member States to “Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies.” Moreover, the 2018 adoption of two Global Compacts regarding Safe, Orderly and Regular Migration and Refugees, is a clear indicator of the relevance of international migration in the global governance system.

Although the numerous international legal instruments in place to ensure the protection of human rights for migrants, asylum seekers, refugees, and trafficking victims, violations frequently occur. These individuals remain among the most vulnerable members of our society, despite the potentially significant benefits of migration. They are exposed to discrimination, abuse, and exploitation by various actors, including transnational organised crime networks and terrorist organisations.

The 11th edition of the Summer School on Migration and Human Rights will be delivered in Rome from 13 to 17 July 2026 by the United Nations Interregional Crime and Justice Research Institute (UNICRI) and John Cabot University (JCU). Participants will gain insights into a variety of concepts and topics and actively engage in discussing matters related, among other issues, to:

  • International human rights, humanitarian, migration, anti-trafficking, and asylum laws

  • The rights of asylum seekers and migrants under the European Convention on Human Rights and in the case-law of the European Court of Human Rights

The Summer School offers a comprehensive exploration of professional, legal, social, scientific, and academic perspectives through theoretical lectures, group discussions, dynamic case studies, individual readings, and practical exercises. The faculty of the Summer School comprises leading scholars and academics from John Cabot University and other universities, along with representatives from the United Nations system, international human rights bodies, and civil society.

By attending the course in person at JCU’s beautiful campuses in the heart of Rome, participants will have the unique opportunity to interact with internationally recognised experts and peers from around the world, exchange views and opinions and build lasting professional relationships. This experience promotes intercultural dialogue and deepens understanding of some of the world’s most complex and debated issues.

The course is intended for university and post-graduate students in Law, Political Science, International Relations, Economics, Social Sciences, and other related fields. It is also open to professionals working in governmental bodies, local authorities, as well as international and non-governmental organizations who wish to deepen their understanding of contemporary migration dynamics, policies, and challenges, including the human rights issues affecting migrants.

The rapid advancement of artificial intelligence (AI) is reshaping societies and creating new opportunities for efficiency and innovation. However, these developments present significant ethical challenges, particularly in protecting fundamental human rights. Issues such as algorithmic bias, discrimination, and fairness highlight the disproportionate effects AI can have on marginalised communities. The tension between public safety and personal freedom becomes especially critical as AI technologies are increasingly integrated into vital sectors, including criminal justice, healthcare, and labour.

The international community continues to grapple with the challenges posed by AI advancements. In December 2024, UN Secretary-General António Guterres addressed the Security Council, stating, “Humanity’s fate can’t be left to algorithms.” He stressed the urgent need for global AI governance, warning that the rapid pace of AI development is outpacing regulatory efforts, increasing risks to global peace and security. The Secretary-General Guterres highlighted critical concerns, including safety, equality, accountability, and the need to maintain human oversight in AI-driven decision-making.

The need to advance knowledge on AI and challenges associated with the protection of human rights and ethical principles is becoming increasingly urgent. It is equally essential to foster the development of a new generation of experts equipped to tackle today’s challenges while anticipating those of the future. In response to this need, UNICRI and LUMSA Human Academy are hosting a unique and specialised training dedicated to these critical topics.

The Summer School offers a comprehensive knowledge of the main scientific features of AI, starting with its definition, exploring its key characteristics, and examining recent developments and innovations. It also addresses emerging ethical questions and their impact on human rights in today's landscape.
Participants will engage with key ethical principles and values surrounding AI, such as meaningful human control, trustworthiness, explainability, transparency, non-discrimination, privacy, surveillance, autonomy, accountability, and sustainability. They will also examine how these principles and values should guide our actions throughout the AI life-cycle, from design and development to deployment and real-world applications.
The objective is to illustrate how technologies may pose risks to or help safeguard human dignity from a human-centric perspective.

Over the week, participants will delve into the philosophical and legal frameworks governing AI and human rights in the international context, exploring recent regulations in Europe (AI Act, 2024) and outlining how international human rights law applies to AI technologies.

The course will then focus on critical issues such as algorithmic bias, discrimination, and inequalities in AI systems, emphasising their impact on marginalised communities and society. It will also highlight the tension between public safety and personal freedom in an increasingly data-driven world. Additionally, the course will also address the ethical responsibilities of tech companies, governments, societies, and individuals in mitigating the risks associated with AI and its impact on specific fields. Furthermore, it will explore neuro-AI (the convergence of neurotechnologies and AI) and examine specific cases in healthcare, criminal justice, and labour rights, focusing on vulnerabilities.
By the end of the course, participants will have developed a nuanced understanding of the complex relationship between AI, ethics, and human rights, equipping them with interdisciplinary knowledge and critical awareness to evaluate AI's role in society.
Through lectures, document analysis, case studies, interactive debates, and expert insights, participants will explore ways to ensure that AI is developed and deployed with a strong emphasis on ethical considerations and respect for human rights. This dynamic learning environment will engage and empower participants to contribute to the ongoing dialogue on balancing scientific and technological innovation with fairness and justice in a human-centric approach.

This course will take place within the AI Literacy Programme, conducted by UNICRI through its Centre for Artificial Intelligence and Robotics in The Hague, The Netherlands, since 2016. The programme promotes awareness of AI’s risks and benefits through a human rights-based approach, fostering practical coordination, knowledge-sharing, and public engagement. This Centre is dedicated to the responsible development and use of AI and robotics from the perspective of crime and security, focusing on awareness-raising, education, information exchange, and stakeholders' harmonisation.

In 2024, LUMSA University established the Centre for Bioethics and Digital Transition in Rome, which promotes an interdisciplinary dialogue encompassing informatics, human and social sciences, ethics, law, and politics. Its goal is to reflect on the theoretical foundations and practical application of a human-centric perspective to AI. The Centre coordinates European and international research projects on AI ethics in medicine and the workplace, with a specific focus on vulnerabilities.

The course is designed for university students, postgraduates, PhD candidates, professionals, UN personnel, and AI enthusiasts interested in exploring the intersection of AI, ethics, and human rights.

Globally, cultural heritage faces an increasing threat of destruction, not only due to the natural process of decay, but also due to political, security and social factors. Wars, political instability and economic recessions pose significant challenges to the protection and conservation of cultural heritage, together with the looting and trafficking by single enterprises or organised criminal groups. Over the years, the number of international crimes related to the looting and trafficking of cultural heritage property has significantly grown. Moreover, their links to international criminal activity, including the use of assets to finance terrorist activities, are becoming more evident year by year. The correlation between the illicit trade of cultural artifacts and terrorism poses an additional multifaceted threat to peace, security, and cultural diversity worldwide. The magnitude and gravity of these new dangers calls for the entire international community to take an urgent and firm stance for the protection of cultural heritage.

The protection of cultural heritage is one of the targets of Goal 11 of the United Nations Sustainable Development Agenda through which countries have pledged to “make cities and human settlements inclusive, safe, resilient and sustainable.” In particular, Target 11.4 aims to “strengthen efforts to protect and safeguard the world’s cultural and natural heritage.”

As the United Nations Research and Training Institute mandated to crime prevention and criminal justice administration, UNICRI supports target 4 of the Goal 11 to detect, investigate and recover assets from the illegal trafficking of cultural heritage. “This issue is not just about the illegal trade of artifacts; it is a direct attack on our shared human heritage and the values that bind us together as a global community,” said UNICRI Acting Director Leif Villadsen during the unveiling of the new report Cultural Heritage Smuggling and the Nexus with Terrorism, in June 2024. The report sheds light on the interconnections between criminal trades of cultural heritage and terrorism financing and provides an understanding of the obstacles of investigating such crimes and the importance of collective efforts.
The 6th edition of the Specialised Course on Cultural Heritage, Crime and Security – Protecting our Past to Invest in our Future, will be delivered online from 8 to 12 June 2026 by the United Nations Interregional Crime and Justice Research Institute (UNICRI) and The American University of Rome (AUR). The course will provide participants with a fundamental understanding of heritage crime and how heritage organisations, law enforcement bodies and judicial systems are responding.

The course curriculum includes the following topics:

  • Legal frameworks for the protection of cultural property
  • Conflict and decolonisation – the legacy of empires
  • Understanding criminal trafficking networks and countering looting
  • The link between organised crime and terrorism: cultural property as a tool and funding source
  • Armed conflict and the role of the military in protecting cultural heritage

The Specialised Course offers professional, legal, social, scientific, and academic perspectives through live webinars, group discussions, dynamic case studies, individual readings, and practical exercises. The faculty is composed of leading scholars and academics from AUR and other universities, as well as international legal experts from the United Nations system, international and non-governmental organisations, and civil society.
Through a dedicated online platform, participants will have the opportunity to interact with internationally recognised experts and peers from all over the world and build lasting professional knowledge. 1. Entry Requirements

The course, organised by the United Nations Interregional Crime and Justice Research Institute (UNICRI) and The American University of Rome (AUR), is designed for university graduates in Law, Political Science, International Relations, Economics, Social Science, Cultural Heritage, Museum Studies, Archaeology, and other relevant disciplines. It is also suitable for professionals working in governmental institutions, local authorities, international and non-governmental organisations, museums, heritage sites and cultural institutions seeking to deepen their understanding of the most salient issues faced by the international community in relation to cultural heritage, crime, and security.
Candidates must meet the following minimum requirements:

  • Hold a three-year university degree from an internationally recognised university in one of the mentioned areas (minimum bachelor’s level or equivalent).
  • Have a strong command of the English language.

Applications from students expecting to graduate at the end of the 2025/26 academic year will also be considered.

2. Course Methodology

This course adopts an online learning model, allowing participants to attend interactive online classes through their own devices. This format enables direct interaction with internationally recognised experts and peers from around the world, fostering the creation of a global professional network. The program combines live training sessions in our virtual classroom, led by subject matter experts, with self-paced activities and interactive group discussions.

The live training sessions are conducted on a dedicated online platform. Participants need a computer (recommended) or a mobile device with audio and video capabilities, a headset with a microphone, and a reliable internet connection. We recommend accessing audio through the computer for the best experience; no special software is required. Upon acceptance to the course, participants will be provided with the necessary information to access the platform.

The live training sessions are scheduled from 2:00 pm to 6:00 pm Rome time (8:00 am to 12:00 pm New York time), from Monday to Friday. Please note that absences resulting from inadequate planning will not be considered justified. Participants who do not complete the online course will not be entitled to the certificate award, nor will they be eligible for refunds or reductions in the registration fee.

3. Certificate of Participation

Upon successful completion of the entire Specialised Course programme, participants will be awarded a certificate of participation jointly issued by the United Nations and The American University of Rome. The Organizers reserve the right to take into account duly justified and exceptional reasons for absences when determining eligibility for the certificate.

The HEAT program is a five-day training course where participants will learn how to effectively

Protection of Civilians and International Legal Framework course is a module of the REACT program (a five-week training course focused on peacebuilding and conflict prevention).

This intensive five-day course (40 hours) provides a comprehensive understanding of the responsibilities that, in contexts of armed conflict, fall upon the parties to the conflict, national authorities, and various international actors (humanitarian, development, and peacekeeping) in order to ensure effective and sustainable protection outcomes.

The programme addresses the legal frameworks and obligations under International Humanitarian Law (IHL), including the mandate to protect civilians, which is binding at all times and in all circumstances, particularly for those not directly participating in hostilities, such as women, children, the elderly, and medical and humanitarian personnel. Conflict Analysis & Conflict Sensitivity Programming is a module of the REACT program (a five-week training course focused on peacebuilding and conflict prevention).

The humanitarian sector is expanding rapidly in scale and complexity. Rising global conflicts, climate-related disasters, displacement, and public health emergencies have significantly increased the number of people in need, operational budgets, and frontline responders. These shifts demand innovative models of humanitarian assistance — and more capable, strategic leaders to design and implement them effectively.

From conflict zones to disaster-affected communities, humanitarian professionals operate at the frontline of life-saving interventions. Negotiating access, coordinating multi-sector responses, managing security risks, and ensuring compliance with humanitarian principles and international law require strong leadership, sound judgment, and strategic vision. Yet, access to structured leadership training remains limited for many professionals, particularly in developing countries.

The Advanced Certificate in Humanitarian Leadership was developed by Dataville Research in consultation with experienced NGO practitioners to ensure the curriculum reflects current field realities and operational standards. Realizing the Youth, Peace and Security Agenda

The growing recognition of young people as a positive force in preventing and resolving conflict and building sustainable peace has gained momentum with the adoption of the UN Security Council (SC) resolutions 2250 (2015), 2419 (2018) and 2535 (2020) on youth, peace and security (YPS). YPS has developed into a comprehensive agenda that aims to enable, support and increase young people’s agency on peace and security matters and meaningful participation at all levels of decision-making. Young peoples’ meaningful participation and influence in peace-building processes is a right as much as an asset that can improve the relevance, effectiveness and impact of peace and security initiatives, policies and decisions.

Although there has been progress and recognition of young people’s essential role in peace and security, a more systematic approach to implementing the resolutions on YPS is urgently needed. The international community needs to support young women and men in fulfilling their full potential as a positive force for building peaceful and just societies, and action is needed to ensure that expertise on youth and peace and security within the multilateral system is adequately positioned at the local, country, regional and global levels.

Course methodology

This course is delivered entirely online. It combines self-paced modules with live sessions as well as interactive spaces for experience sharing, joint reflection and peer exchange. Course facilitators will guide and interact with you throughout the course.

This online course is spread over a year and it is divided into two parts:

  • Part I - YPS Foundational Skills(Modules 1, 2, 3) will run from 13 April until 22 May 2026. This part includes one mandatory written assignment.
  • Part II - YPS Applied Skills (Modules 4, 5, 6) will run from 14 September until 30 October 2026. This part includes at least one written assignment.

The course requires approximately 3-4 hours of self-study per week. In addition to the self-study, the course includes at least two written assignments and six live webinars. Successful course completion requires completion of the three foundational learning modules, plus completion of at least one of the three elective learning modules, including the respective assignments.

The course is hosted on the UNSSC online learning platform, which allows you a high degree of flexibility to access content at your own pace, from anywhere and at any time.

13 April - 22 May 2026: Part I - YPS Foundational skills:

  • Module 1: Introduction to the Youth, Peace and Security Agenda
  • Module 2: Enabling meaningful youth participation
  • Module 3: Conducting youth-sensitive conflict analysis

14 September - 30 October 2026: Part II - YPS Applied Skills (elective modules):

  • Module 4: Serving as a YPS adviser/focal point
  • Module 5: Youth-responsive & YPS-focused programming
  • Module 6: In-country implementation of the Youth, Peace and Security Agenda

Target audience

Practitioners and representatives from the UN system, international and regional security organizations, non-governmental organizations and civil society working with the Youth, Peace and Security Agenda.
